The concept of "Ageing in place", which has influenced ageing policies since the 1990s, nowadays goes hand in hand with the notion of age-friendliness. To promote ageing at home, spaces must be designed in a friendly way, taking into account the needs of ageing people. In this regard, the development of age-friendly cities and communities has become an important area of work in the fields of health, ageing and public policy. 

In 2010, WHO established the Global Network on Age-Friendly Cities and Communities to facilitate the exchange of information, best practices and experiences in making cities, as well as other types of communities, more age-friendly. The network currently comprises 1,542 cities and communities in 51 countries, covering more than 320 million people worldwide.

The "Madrid, an age-friendly city" project began in 2013 with the unanimous approval by the municipal plenary of the application to join the Network of Age-Friendly Cities (WHO-IMSERSO). During 2016, the First Friendliness Plan was designed with 73 actions, which took the form of 145 actions, a budget of over nine hundred million euros and the commitment of 26 general directorates or autonomous bodies and a General Coordination. 

Matia Instituto was the entity in charge of the elaboration of this first Friendliness Plan, as well as its subsequent evaluation, which will be carried out throughout 2020.

The second Friendliness Plan 2021-2023 was launched in March 2021, and includes a total of 109 actions and 239 actions and the commitment of 32 general directorates or autonomous bodies and a General Coordination.

The evaluation process of this second Plan and the design of what would be the third "Madrid, City friendly with the elderly" Plan are currently being considered. 

Objectives

The general objective of the service presented in this proposal is the evaluation of the Madrid, Age-Friendly City Action Plan 2021-2023, and the elaboration of the new Madrid, Age-Friendly City Action Plan. And it is detailed in the following specific objectives:

  • To evaluate the 2021-2023 plan in accordance with what is set out in the plan in terms of the objectives of the evaluation and its indicators, pointing out areas for improvement. Carry out a new diagnosis of the city's friendliness based on the evaluation and analysis of the opinion of older people, municipal technical staff and experts.
  • Design and elaborate a new action plan, with its corresponding introduction and justification, methodology, axes and areas, including the actions contributed by the municipal areas at its core.
  • Define the forecast of the future evaluation of the new plan.
  • Promote transversality and coordination between the different agents and bodies involved, as well as the different Departments of the Madrid City Council to work in an integrated manner for the friendliness of the municipality.

Methodology

A methodology based on a co-production approach is proposed, involving active collaboration between policy makers, service providers, citizens and other relevant stakeholders at all stages of the policy design, implementation and evaluation process.

In this sense, work will be carried out throughout the process with the mechanism generated for this purpose, with interest groups and an Extended Technical Commission (ETC), made up of between 20 and 30 members, representatives of the different Government Areas and the Sectoral Council for Older People of the City of Madrid.
